What happens when the ECC rater comes to site

The testing itself takes a few hours. Most of the delay on ECC/HERS verification happens before the rater arrives and after a test fails. Here is the sequence, what has to be ready, and what a second trip actually costs you.

Field verification gets talked about as though it were an inspection you either pass or fail on the day. On most jobs the testing is the short part. A single-family house with ducts and a heat pump is usually a few hours of work.

What stretches the schedule is everything around it. Paperwork that has to exist before anyone can test, systems that have to be finished and running, and the retest after something comes up short.

Who books it, and when

The rater has to be independent of the person who produced the compliance model and of the contractors who installed the work. That separation is the point of the program and there is no way around it. We produce your CF1R and then coordinate an independent ECC-Rater, which is a different person doing a different job.

Booking usually goes through whoever is running the schedule, so a general contractor on a custom home, an owner-builder on an ADU, or the site super on anything larger. What matters is that the booking happens when the work is planned, not when the work is done. Raters cover large territories and a same-week visit is not something to count on.

What has to be true before the rater arrives

This is where most jobs lose time, and none of it is complicated.

The CF2R forms have to be in. Every installing contractor certifies their own work on a CF2R before the rater can verify it. The HVAC contractor does the ducts and the equipment, the insulation contractor does the insulation. A rater who arrives to find no CF2R registered has nothing to verify against, and that is a wasted trip that somebody pays for.

Chasing those forms is the single most common reason a verification slips. Contractors are not being difficult about it. Most of them do a handful of these a year and the registry login is not part of their routine.

The systems have to be installed and running. Power on, gas on where it applies, equipment energized, thermostat operational. Duct leakage testing needs the system in place and the house closed up enough to hold a pressure. Refrigerant charge verification needs the condenser running long enough to stabilize, which also means outdoor conditions have to be within range. On a cold morning the rater may not be able to run that test at all.

Access. Attics, crawl spaces, the air handler, the condenser, every supply register and the return. If a register is behind stacked drywall or the attic hatch is blocked, that part of the test does not happen.

What the rater actually does

The list comes from your CF1R and it is different on every job. What triggers an ECC/HERS field test covers how that list gets set. On a typical new house it looks like this:

Duct leakage. The ducts get sealed off at the registers and pressurized with a calibrated fan, and the leakage is measured against a target. This is the test that catches sloppy sealing at plenums, boots and connections.

Refrigerant charge. On split systems and heat pumps, measured with the equipment running. Under the 2025 code this reaches heat pumps in every climate zone, which is a change worth knowing about if your last project was on the older code.

System airflow and fan watt draw. Measures whether the system actually moves the air the design assumed, and how much electricity the fan uses doing it. Undersized returns and crushed flex show up here.

Envelope air leakage. A blower door test, when the model claimed a tighter building than the standard assumption.

Ventilation airflow. The mechanical ventilation serving the dwelling gets measured, along with the kitchen range hood.

Each one produces a number that either meets the target or does not.

When something fails

A failed test is not a compliance failure. It is a correction and a retest.

What it costs you is a second visit. The rater comes back, which means scheduling again and paying for the trip again, and on a tight construction sequence it can hold up the sign-off.

The common ones are worth knowing because they are all avoidable. Duct leakage over target usually traces to a few unsealed connections. Low airflow is often an undersized return or a kinked flex run. Refrigerant charge outside the window is a startup issue the HVAC contractor can correct on the spot if they are still on site, which is a good argument for having them there.

The cheapest version of this is the rater and the HVAC contractor on site the same day. A charge or airflow problem found while the installer is standing there gets fixed in an hour instead of becoming a return visit three weeks later.

QII runs on a different clock

Quality insulation installation is the one measure that cannot wait for the rest.

It has to be verified while the insulation is still visible, which means the rater walks the building between insulation and drywall. Miss that window and the credit cannot be verified. A credit that cannot be verified cannot be claimed, so if the compliance margin depended on it, the model no longer complies and something else has to make up the difference late in the job.

Nobody misses this on purpose. It happens because the framer and the drywall sub were never told that a rater had to walk the house in between. Saying it out loud, in writing, at the preconstruction meeting, is most of the fix.

Multiple units

On projects with a lot of similar dwelling units, the program allows testing to be organized in groups rather than every unit individually. The details depend on the measure and how the units are arranged, and it is set up at modeling stage rather than negotiated on site.

Worth asking about early if you are building anything repetitive, because the difference between testing every unit and testing a sample is real money on a multifamily job.

After the visit

The rater completes the CF3R forms and registers them with an approved data registry. Registration is what makes the form count. An unregistered form is a printout.

Your building department looks for registered CF3R forms before final sign-off, so the certificate of occupancy depends on this landing correctly. We confirm registration rather than assuming it, because a form sitting unregistered in someone's drafts looks exactly like a form that is finished until the day it matters.

What makes it go smoothly

The jobs that go cleanly all look the same:

The verification list is known at design stage, not discovered when the rater quotes. The CF2R forms are in before the visit is booked. The HVAC contractor is on site for the mechanical tests. Somebody scheduled the QII walk when the insulation was scheduled. And the visits are grouped so the rater comes twice rather than five times.

None of that requires anything clever. It requires knowing the list early, which is the argument for having the conversation before the report is finalized rather than after.
