What the 2025 Energy Code changed for commercial buildings

The 2025 California Energy Code took effect January 1, 2026. The change most likely to reach a commercial project is in the alteration rules, not the new construction rules.

The 2025 Energy Code applies to every nonresidential permit application submitted on or after January 1, 2026. That covers offices, retail, schools, hotels, restaurants and high-rise residential, and the compliance forms are NRCC rather than CF1R.

Most of the coverage of this code cycle has been about houses. The nonresidential changes got less attention, and one of them will reach more buildings in 2026 than anything on the residential side.

Replacing a rooftop unit is no longer a like-for-like swap

This is the change to know about.

Under §141.0(b)2Cii, a new or replacement single zone packaged rooftop air conditioner or heat pump under 65,000 Btu/hr has to meet Table 141.0-E-1. On stores, schools, offices and libraries, a rooftop unit that has reached the end of its life now comes back as a heat pump, or as an air conditioner carrying extra efficiency measures to make up the difference.

The reason this matters more than the new construction changes is volume. Far more buildings replace a failed rooftop unit in a given year than get built from scratch. A mechanical contractor who has swapped the same four ton package unit the same way for fifteen years will quote the next one the same way, and on a 2026 permit application that quote is now short.

The practical move is to find out what is on your roof before it fails rather than during the week it fails, because the week it fails is when nobody has time to work out a compliance path.

New multizone systems in offices and schools

§140.4(a)3 sets a heat pump baseline for multizone HVAC in offices and schools that are not greater than 150,000 square feet or five habitable stories. Schools in Climate Zones 6 and 7 are excepted.

The two compliance routes behave differently here, the same way they do on the residential side. The prescriptive path tells you what to install. The performance path sets a standard design that assumes a heat pump and lets you match it however you like, which in practice means finding the difference somewhere else in the building.

That choice is worth making before the mechanical schedule is fixed. Afterward it turns into a search for margin under time pressure.

Commercial kitchens have to be electric ready

§120.6(k) is new. It applies to newly constructed quick service and institutional kitchens, and it requires the electrical capacity to be in place for a future all-electric cookline, including a minimum 800A service at the cookline appliance panel. Healthcare facilities are excepted, and so is a kitchen that is already all electric.

Nothing has to run on electricity on day one. The service and the panel space have to be there for when it does.

Envelope, lighting and hot water

Several smaller changes that add up on a large floor plate:

  • Exterior vertical fenestration carries a mandatory area weighted U-factor of 0.47 under §120.7(d), with exceptions in Fire Hazard Severity Zones.
  • §120.7(e) requires a vestibule at public entrances opening into spaces of 3,000 square feet or more, in occupancy types A, B, E, I and M.
  • Table 140.3-B lowers the prescriptive maximum U-factors for roofs, ceilings and wall assemblies.
  • Supply hot water temperature for space heating is limited to 130°F under §120.2(l).
  • Multilevel lighting controls have to dim continuously from 100 percent down to 10 percent or lower, under §130.1(b).
  • Occupant sensing controls are capped at a 20 minute time delay under §130.1(c)1A.
  • The Tailored Method of calculating lighting power allowance has been removed from §140.6.

That last one deserves a note if you work on retail. The Tailored Method was how a project with heavy display lighting justified an allowance above the standard figure. Anything that leaned on it needs a different approach under the 2025 code, and finding that out at plan check is late.

Acceptance testing reaches further

Acceptance testing is the stage where installed equipment gets proven on site to work the way the drawings said it would. The 2025 code adds dedicated outdoor air systems, heat recovery ventilation and energy recovery ventilation to the list under §120.5(a), with exceptions.

On any permit application dated 2026 or later, that testing has to be performed by a technician certified through an approved ATTCP. Worth confirming who is doing it early in the job, because a project that cannot produce signed acceptance test forms does not get its final sign-off, and by then the trades have demobilized.

What did not change

The framework is the same one you already know. NRCC forms, the same prescriptive and performance routes, the same climate zone driven assumptions, the same registration and field verification. If your last commercial project ran under the 2022 code, most of what you learned on it still applies.

Where commercial projects actually get into trouble

The permit application date. The trigger is the date the application was submitted, not when the drawings were issued and not when construction starts. A project filed in December 2025 stays on the 2022 code. Let that application lapse, refile it, and the requirements change underneath drawings that nobody reopened. Equipment ordered before the model is run. On a rooftop replacement this is the expensive one, because the unit arrives and then the compliance path turns out to need something else.

Scope creep on a tenant improvement. Alterations are scoped by what is being touched. Adding work after the NRCC is done can pull in requirements that were not in the original submittal, and the report has to be redone rather than amended.

What this means for your project

Commercial and NRCC work is quoted from the drawings rather than priced from a table, because the scope varies too much for a flat fee to be honest about.
