What triggers an ECC/HERS field test on your project

Field verification is not a fixed list. Some tests come from what you build, others from what the compliance model claims. Here is how to tell which ones apply, and why it is cheaper to know at design stage.

The question we get most often about field verification is whether a particular job needs it. The answer is almost never a straight yes or no, because verification is not attached to project types. It is attached to specific measures, and the list is different on every job.

Two separate things can put a test on your project, and it helps to keep them apart.

Things you have to verify because of what you built

Some verification is triggered by the construction itself. It applies whether or not the compliance model asked for it, and you cannot design it away without changing the building.

The common ones on residential work:

  • Duct leakage. New or altered space-conditioning ducts get a leakage test. Replacing a furnace and reusing the old ducts still counts as an alteration in most cases.
  • Dwelling unit ventilation airflow. The mechanical ventilation that serves the house has to actually move the air the code requires, and somebody has to measure it.
  • Kitchen range hood. Airflow and sound rating, verified against the listing.

These show up on nearly every new house and on a lot of alterations. If your project has ducts and a kitchen, assume at least one visit.

Things you have to verify because the model claimed them

This is the category worth paying attention to, because it is the one you still have control over.

When we build the compliance model, we can take credit for measures that perform better than the code minimum. Those credits are what get a difficult project over the line. The trade is that anything claimed as a credit has to be proven on site by an independent verifier.

Measures in this group include quality insulation installation (QII), verified building air leakage with a blower door, refrigerant charge, system airflow and fan watt draw, low-leakage air handlers, buried ducts, and whole-house fans.

None of those are automatic. Each one is a choice made at modeling stage, and each one adds a line to the verification list.

The trap is that compliance software templates often arrive with credits already switched on. A model can pass while claiming three verified measures it never needed, and nobody notices until the rater sends a quote.

The 2025 code moved two of these

If your project is on the 2025 Energy Code, two items changed. Refrigerant charge verification now reaches heat pumps in every climate zone rather than a subset, and there is a new fault indicator display verification for heat and energy recovery ventilators.

Where to actually look

Every CF1R carries its own answer. There is a required verification section that lists, by name, each measure a rater has to sign off. That list is the contract. Not the plans, not what the last job needed, not what a contractor remembers from 2019.

If you have a CF1R in hand and want to know what you are committed to, that page is the whole story. If you do not have one yet, the list does not exist yet, which is exactly why the design stage is the cheap moment to ask.

The timing mistake that costs real money

QII is the one that catches people.

Quality insulation installation has to be inspected while the insulation is still visible. Once drywall goes up, the credit cannot be verified, and a credit that cannot be verified cannot be claimed. If the model depended on it, the model no longer complies, and you are looking at a re-run and possibly a spec change late in the job.

We have seen this go wrong more than once, and it is never the insulation contractor's fault. It happens because nobody told the framer that a rater had to walk the house between insulation and drywall.

Book the rater when you book the insulation, not when you remember.

Duct leakage has a softer version of the same problem. The test wants the system installed and the house reasonably closed up. Calling for it too early means a second trip, and second trips are what field verification actually costs.

What it costs, and what drives the number

Field verification is quoted per project rather than published as a flat fee, and the reason is that the cost tracks site visits, not the number of measures.

Six measures verified in one visit is a cheaper job than two measures that need the rater on site twice because the schedule put them months apart. A tight construction sequence is worth more to your verification bill than a short measure list.

Distance matters too. A rater covering a rural site prices the drive.

What to do before you commit

Ask for the verification list at modeling stage, before the report is finalized. On our jobs that conversation happens by default, because it is the last cheap moment to change anything.

The three useful questions:

Which claimed measures is the compliance margin actually relying on? Some credits are load-bearing and some are decoration left over from a template. If dropping one still passes, drop it.

Can the remaining measures be verified in a single visit? If not, can the schedule move to make that possible?

Does anyone on site know a rater has to see the insulation? This is worth saying out loud to the general contractor, in writing, early.

Who does the testing

The verifier has to be independent of whoever produced the model and of whoever installed the work. That separation is the point of the program, and it is not negotiable.

We produce the documentation, then coordinate an independent ECC-Rater and handle the registry side, so the CF2R and CF3R forms land where they need to land. What we do not do is verify our own models in the field.
